Background
Child labour and trafficking of children for labour are unfortunate realities in India.
Social sanctions about sending children to work is a key impediment. Children are

and loss of family income, tradition of sending children for work hoping for better
economic security, family problems, gender discrimination, exclusion of low castes,
ill-treatment, loss of parents, natural calamities and poor rehabilitation of victims
increase the vulnerabilities. According to Census, 2001, there are 12.8 million child
labourers between the age group of 5- 14 years in India of which Bihar has 1.1 million
